Costa Rica's long standing commitment to the up-keeping of democracy and human rights has made it drastically contrast with Central American neighbors; the lack of armed forces and the ensuing lack of intrusion by the military, plus orderly government succession, and the maintenance of democratic institutions, among others, have been achieved mainly due to this commitment and also to factors like enlightened leaders, a stable middle class and high social indicators. Costa Rica has been a target country for the establishment of operations by international companies since 1980; in Costa Rica the strategic location, political stability, a productive and well-educated workforce, plus the friendliness of the people make Costa Rica a coveted overseas production site. Perhaps the strongest factor behind it all is Costa Rica's investment in education, inasmuch as it has not only focused on covering primary and secondary education, but on establishing technical high schools and colleges focused on areas with the most competitive advantage as well.
